The analysis of a Committee activities along its trajectory is important for the inference stage of implementation and consolidation of each management tools established by the National Water Resources Policy, established by Federal Law No. 9433/97. The methodology was based on literature review throughout the research, documentary research on the study committee, participation in various committee meetings, a questionnaire to members of management 2010-2013, with analysis of results and production coroplético a map of the spatial distribution of the number of representatives of municipalities of the Committee, comparing the last two administrations. The results of this analysis show that there is a concentration of representatives in some municipalities, which shows a perspective view of the predominance of the interests of municipalities in decision making. The results of this case study indicated technical, political, administrative, managerial and institutional difficulties of operation and consolidate the management of water resources through a watershed committee, showing that one must make a reflexive analysis of the role and performance of basin of watershed Committees, which according to the current model of water resources management in Brazil, must be decentralized, participatory and integrated.
