The social inequalities brought about by land concentration are unsustainable, and for this reason, public policies need to direct agrarian reform as a solution to this process. Unfortunately, this is not the reality of the Brazilian governments' actions, as they have never carried out an agrarian reform in the country. For 20 years the Campo Grande Quilombo Camp, in the South of Minas Gerais, has faced legal battles for the regularization of the occupied area. The legal dispute hinders the social and territorial development of the Camp and its campers. Through dialectical historical materialism, we tried to emphasize the reality of access and non- access to public policies based on questionnaires and analysis of historical and public data. Land title regularization is an important part of the understanding of agrarian reform, but access to public policies that promote socio-territorial development of the encampments is necessary.
