Dissertação (Mestrado em Administração Pública) - Universidade Federal de Alfenas, Varginha, MG, 2019.https://repositorio.unifal-mg.edu.br/handle/123456789/1454This research, qualitative and descriptive in scope, aimed to study the IFMG measurement system, including institutional performance indicators, in order to assess its contribution to strategic alignment and decision making. The theoretical framework addresses the evolution of public administration, its principles, the strategy in public educational institutions, the indicators and their typologies, public management technologies, the regulatory framework and the organization of IFMG. Despite the modern tendencies of the new public administration based on the principle of efficiency, the descriptive study of the organization and the applicable regulatory framework have shown that even if there is a search for managerial modernization, strong traces of bureaucratic administration in the institution remain. Regardless of the management model, performance measurement is necessary, being justified by the public interest, the rationalization of expenses, the pursuit of quality and excellence, and the improvement of social welfare. Assisted in the considerations, the use of interviews, secondary data, document analysis and textual content analysis. At the end of the analysis, triangulation between interviews, internal IFMG data and external TCU data was used. The confirmed hypothesis is that the measurement system and performance indicators partially assist in decision making and strategic alignment, partly due to poor monitoring and reporting. The results showed that the measurement system needs to be revised, adopting recommendations for the elaboration of metrics, and percentage targets for the indicators, in addition to better defining responsibilities. The institution needs to increase communication between institutional elements, ensuring strategic alignment between management and operational sectors, providing greater synergy. Through the results, we came up with an intervention proposal that consists in the adoption and testing of a dashboard of indicators to support management and operational decision making.
