Dissertação (Mestrado em Administração Pública) - Universidade Federal de Alfenas, Varginha, MG, 2023.https://repositorio.unifal-mg.edu.br/handle/123456789/2284Despite the conceptions that justify the ownership and possession of real estate, the irregular evolution of urban centers is a historical and emerging social problem that, in the light of perceptions in the Democratic State of Law, deserves special attention, especially as a result the search for the effectiveness of the constitutional rights of human dignity and legal security, embodied in the right to decent housing. In this sense, Law Nº. 13.465/2017 was enacted, which brought new practical implications for the regularization program for informal urban properties, in order to guarantee the right to property with individual registration, safeguarding the right to housing, in particular for the low-income population. Given this context, the present study aimed to propose an instrument to monitor and evaluate the Land Regularization Program - Reurb-S in the implementation phase, in the municipality of Campo Belo, Minas Gerais, through the application of the Process Map techniques and Results (MaPR). To this end, the normative instruments related to the implementation of the program in the municipality that were the focus of the study were analyzed based on the elements of the MaPR (resources, activities, products, results and impacts) in order to demonstrate the importance of drawing up an evaluation plan for understanding of the effectiveness of the efforts undertaken in the execution of the public policy. The research contributed to the understanding of the land regularization program in the municipality studied in a schematic way, and of the failures during the phase of its implementation, subject to evaluation for eventual correction before its continuation. It also contributed to the literature on public policy evaluation, expanding and consolidating in Brazil, confirming the need to propose evaluation instruments as analysis tools, especially for small municipalities, and so that society as a whole can monitor and democratically control the conduct of public policies.
