Dissertação (Mestrado em Administração Pública) - Universidade Federal de Alfenas, Varginha, MG, 2020.https://repositorio.unifal-mg.edu.br/handle/123456789/1653The present study sought to carry out a literature review that would allow telework to be understood as a phenomenon, its conceptualization, characteristics and points that require attention, and sought its interface with the Brazilian federal public service. With the literature review in hand, an analysis model (“framework”) was created, consisting of 113 criteria, grouped in three dimensions (“crucial points”, “points that can contribute” and “workers profile”), which would allow to analyze eleven norms selected from public agencies that deal with the adoption of the labor modality in their respective spheres. With the use of the model, it was possible to notice that there are several points of concern in the specialized literature that were not dealt with by the evaluated standards, as well as others are present but with little weight in the regulations, showing little concern for these issues when issuing the regulations, which may lead to a more risky implementation of teleworking for the Administration and for the civil servants themselves. Although the first dimension obtained a high degree of adherence, the second dimension suffered from a high variation in adherence between the items, and the third dimension demonstrated low adherence as a whole to its set of criteria. The performance of the standards were evaluated among themselves, for each of the established dimensions, reaching the considerable highlight of IN 1/2018, promulgated by the Ministry of Planning.
