In this context, the new Public Procurement Law (Law No. 14,133/2021) was a milestone within Brazilian legislation. In adopting this new legal framework for public contracting, the principles of governance, planning, competency management, and risk management that must be used in contracts involving exclusive labor dedication are the focus of this work, considering the challenges of implementing and adapting to the new legislation. Given this scenario, the research objective is to analyze the implementation of the use of the New Public Procurement Law (Law No. 14,133/2021) in Exclusive Labor Dedication Contracts (ELD Contracts) at the Federal University of Alfenas (UNIFAL-MG). This is due to its significance in the southern region of Minas Gerais with its four campuses, enhancing existing management resources and creating new mechanisms in its administration, mapping processes. The methodology used for this research was descriptive, starting with studies on the new topic, creating possible action plans to implement the use of the new law with procedures that pragmatically adapt in accordance with the legislator's proposal to contract outsourced labor services with exclusive dedication, focusing on the best result for the parties involved with the institution, with planning and efficiency. Therefore, the proposal involves continuous monitoring to ensure the adoption of appropriate procedures in relation to administrative oversight to adapt to the new legislative framework.
