However, because it is a fundamentally quantitative analysis, this indicator, by itself, was not able to point out which practices are developed by the municipal management, nor the impacts that the process causes on municipal public policies. Thus, the objective of this study was to analyze governance in public policies of social assistance and health in the municipality of Caxambu-MG, since previous studies pointed out weaknesses related to governance processes in both sectors. For data collection, semi-structured interviews and questionnaires were used, respectively, for institutional actors of the municipal social assistance and health policies and for residents who use these services offered. The analysis method used to treat the data obtained was the categorical content analysis of Bardin (2010), composed of analytical categories linked to the process of communication and intrasectoral and intersectoral delegation; to the mechanisms of publicization and social participation; and to the instruments of evaluation, monitoring, goal setting and identification of demands in social assistance and health policies in the municipality. The main results are the perception that the governance process in the municipality of Caxambu is not uniform, since it is at different stages of maturity in different sectors. The analyses also indicate that there are important failures in the use of popular knowledge to improve administrative performance, since the social participation in the municipality does not go beyond the consultative character in both public policies and that the strategic process of implementation, control, evaluation and monitoring of goals is still incipient, especially in the municipal social welfare policy, indicating that the pillars that support good governance in these sectors of municipal management are precarious.application/pdfhttp://creativecommons.org/licenses/by-nc-nd/4.0/Governança pública.
