The administrative structure of the Federal Institute of Education Science and Technology of Southern Minas Gerais is legitimized in the general regiment and in the statute of the institution and began to normalize the construction of deliberative democratic spaces and the structure of decision making, marked by a strong concentration of decisions. in hierarchical power. Thus, the direct participation of the servants in the deliberations and influences of decision-making are not part of the institution's democratic management and the form of power distribution has given rise to a symbolic coercion, resulting in the removal of the servants from the instances of participation and the silence of the institutions. claims and debates due to the feelings of fear, insecurity and frustration that fostered the social subjectivity of the institution. Therefore, the democratic management of the teaching unit is closer to an oligarchy than to a democracy, contributing very little to the formation of personalities with a high degree of political efficiency (PATEMAN, 1992), due to its hierarchical structure, of low direct participation and strong concentration of authoritarian power in the control of subjectivities and social spaces of power sharing.
