The main goal is the comprehension of the educational intentionalities of them, under the pedagogical view. Its methodology is qualitative and descriptive, by its applicable nature that is characterized as a study case. The research instruments of data are the reflexive research with a semistrucutured script accomplished with the CREAS (Centro de Referência Especializado da Assistência Social) experts of a city in the South of Minas Gerais – MG, engaging and observing the social educational activities at CREAS and creating social educational workshops. This research has as theoretical contribution of some of the authors Paulo Freire and Adorno’s opuses, to lay the foundation of the concepts such as emancipation, dialogue, critical intentionality and to analyse the indifference as an essential factor to perpetue the inequalities and maintenance of division, stablished among teenagers in conflict with the law and the society. The present work was organized in three parts, the first one talks about the concepts of dialogue and emancipation with the social-educational service, as well as the discussion of some points of dialogue, proximities and differences between the theories of Freire and Adorno. The second part presents some historical and legal notes on the social politics aimed at children and teenagers in Brazil. The third part presents the methodological course, as well as the analysis of workshops and interviews.
