The strong desire of searching for a more streamlined and less performer State leads to the search for ways to run public services in a way that the real needs of and administered is focused in such a way to comply with the principles of quality and efficiency that must be intrinsic to any administrative act requirement. Several tools were experienced by managers in order to reach the principle of efficiency as well as the management concept proposed by Bresser-Pereira in the administrative reform arising from the Plan for the Reform of the State Apparatus. Privatization, publicization, partnerships with private and nonprofits entities were agreed by public entities in various areas, such as transportation and health. In this vein, the proposal of this work is, through a case study of the Public-Private Partnership signed by the government of Minas Gerais for the construction and management of a penal complex in the city of Ribeirão das Neves, consider whether this type of special concession would be a possible tool for public manager in performing the custodial services. This work is guided by a qualitative research conducted through a case study where the data collected was analyzed based on the technique of content analysis.
