To meet this purpose, the case of the Federal University of Alfenas (UNIFAL-MG) was chosen as an empirical cut; and as a time frame, the purchases and hiring carried out in the period from February 6, 2020 to December 31, 2020. As a way of fulfilling the purposes of the study, a mixed, exploratory and descriptive methodological approach was used, technique of unsystematic or unstructured observation, through documentary research and content analysis for processing the collected data.
