In this context, the Municipal Management Effectiveness Index (IEGM) was created as an instrument for monitoring and evaluating the public policies carried out by municipalities in seven dimensions: education, health, planning, fiscal management, the environment, protected cities and information technology governance. Created by the São Paulo State Court of Auditors (TCESP) in 2015 and disseminated throughout the country by the Rui Barbosa Institute (IRB), the IEGM is used by the Courts of Auditors (TCs) in the quest to improve the management of public resources. With this in mind, the general objective of this research was to analyze the situation of the IEGM for the year 2023 (2022 data) of 91 municipalities in the state of Minas Gerais in order to identify factors that influenced the results obtained. To this end, the 2023 MMEI scores of the municipalities in the sample were checked and compared with the scores from the previous period, due to the change in rules for applying the score bands. In addition, the main studies on the IEGM in the literature were surveyed and multivariate analysis was carried out using descriptive statistics, a correlation matrix and regression model estimation. Methodologically, this is a descriptive study with a qualitative-quantitative approach and a documentary design. The results showed that the change in the rules for classifying the bands had a significant impact on the IEGM 2023 scores. In 2022 only 13 municipalities in the sample were in band “C” (low level of adequacy), rising to 66 municipalities in 2023, which represents an increase of 400%. The dimensions related to the areas of education, the environment, planning and information technology had the worst results. The dimensions related to the fiscal area, protected cities and health had the best results. The findings showed that only the variable dependence on transfer revenues was significant in negatively influencing the IEGM 2023 score.
