The Public Communication, therefore, shows itself as a concept not yet completed or closed and, therefore, has no pattern outlined so its rules or procedures. For the analysis of this field of knowledge - Public Communication - were adopted from theoretical framework about communication and, subsequently, Public Communication and its elements, criteria that summarize in three topics the broader functions of communication in the public area. The execution of the practice of communication by the municipal administration of three southern mining similar-sized cities, and their alignment to the concepts of Public Communication were the objects of study. Sites and interviews were the ways by which the corpus analysis was composed, and from which the final analysis was performed on the effective implementation of Public Communication by the administrations studied. The results confirmed the idea of Public Communication as a concept under construction, and showed that the dimensions used for the analysis of this activity, in this research - information, consultation and participation - are indeed guiding to municipal practices studied.application/pdfAcesso Abertohttp://creativecommons.org/licenses/by-nc-nd/4.0/Comunicação Pública.
