Each municipality and region own characteristics, with the necessity of weighting of technical, economic and social attributions of each option of management model confers high complexity to the decision process of which management model is best for each municipality, composing a contemporary theme for studies and intense debating by the population. Because of this complexity, the multi-criteria methods of support to the decision serve as helping tools to the decision makers not only in the structuration of these problems with confliction objects but also as support in the prioritizing of the main criteria involved in this process. This study tried to structure the process of decision making about the choice of management model for services of water and sewage with the prioritizing of criteria through the Analytic Hierarchy Process. (AHP). From the information obtained by the SNIS (Sanitation Information National System), nine criteria were established and sent to nine experts for validation of the selection and prioritizing.
