MG, 2018 .https://repositorio.unifal-mg.edu.br/handle/123456789/1253The discussion about the patrimonial character of the Brazilian State is a recurrent theme in the studies on the public administration in the country (CAMPANTE, 2003). In this way, it is necessary to investigate whether or not the construction of a bureaucracy from the patrimonialist characteristics of colonial origin existed or not. The impasses faced after independence are essential to understand the constitutive relations between State and society, as well as the links between the public sphere and the private sphere. Thus, the different interpretations of public administration in the imperial period, especially the classic analyzes of Raymond Faoro and José Murilo de Carvalho, are important contributions to this discussion. In this sense, the general objective of the dissertation is to systematize the readings on the formation of the bureaucracy in the Imperial period, with the interpretation of classic authors and the most recent ones on the subject. For that, it was divided into two parts: the first, to deal with patrimonialism and bureaucracy in the interpretations of the Imperial State, with the use of authors such as Carvalho (2008) and Faoro (2001); the second part, more specific, seeks to understand the patrimonial or bureaucratic nature of the Imperial hacienda administration using a bibliography on the subject (AIDAR, 2016; BARCELOS, 2014, BUESCU, 1984), as well as a study of the reports of the Ministry of Finance from 1830 to 1850. Therefore, it can be concluded that, there was a bureaucratic 'project' in the Brazilian Imperial period, but with a number of limitations, such as the insufficient number of employees in the Finance departments, low remuneration of positions, as well as delays in the accounting of revenues and expenditures of the Empire.
