This period is marked by the idea that the management techniques coming from the private sector were more efficient. Among the techniques used in the private sphere that were adapted for the public sector, the Strategic Planning using the Balanced Scorecard (BSC) stands out. That said, the present study aims to describe the unfolding of neoliberalism in strategic planning in a public organization. In order to achieve the above objective, it sought to investigate the influence of the State in the strategic planning of Fundação Hemominas; the construction, maintenance and management of the Hemominas Foundation's strategic planning. This is a qualitative study, with the application of semi-structured interviews with employees who work with strategic planning at Fundação Hemominas. Bardin's content analysis was applied to the data obtained. The results found with the present research demonstrate that the proposed tool helps to improve the service offered, however the strategic planning using the BSC is fragile when analyzed under the financial and political aspects.application/pdfAcesso Restritohttp://creativecommons.org/licenses/by-nc-nd/4.0/New Public Management.
