With this in mind, this study sought to understand Brazilian educational policies until the 2016 coup d’état, from a historical and critical perspective, aiming to point out the role that education plays in a democratic society as a social policy, elucidating the role of the State within power relations, in the process of ensuring equal access to education. For this, we resorted to a review of the bibliographic production of the themes involved, through the analysis of legislation, normative texts, books and articles, as in Brazil, educational reforms were composed of a succession of normative changes that aimed to solve the problems encountered. in the educational system, but which in turn were characterized by discontinuous and ineffective actions. Parallel to this, qualitative and quantitative analyzes of these legal interventions were developed that sought to format education in the country in its educational (content and strategies) and structural (organic charts and attributions) aspects, establishing prerogatives that had repercussions on power relations in the segment and units educational. The analyzes indicated that even with the democratic opening, the uncertainty for new times and the imminence for changes continued in unbalanced processes.
